Personality: From what has been seen of Tobirama, he had pride in his abilities involving water jutsu. He also had a sense of humor, even under stressful situations. Like his brother, Tobirama felt a great deal of loyalty to the village, and placed its well-being above his own. Tobirama was strong-spirited, and passionate.

Tobirama is capable of controlling regular water to a degree, creating tendrils and moving it with precision and speed. This limit is thusfar limited to water created by him or found naturally, as such water created by a technique aside from his own is incapable of being controlled like this.

Bringer of Darkness
A genjutsu which exerts an hallucinatory effect upon the eyesight, stealing all light away. A world of darkness, as if a thick, jet-black curtain had been dropped. No matter how skilled someone is, they have no option besides turning into sitting ducks. This effect allows the user to attack unseen. Although it negates sight, it does not stop the other senses. In essence, the opponent can sense, hear and smell out the user of the technique and break its effects by landing one hit. In the anime, Tobirama Senju was the one to initiate this technique. In the manga, it was Hashirama Senju.

Water Release: Water Dragon Bullet Technique
his technique shapes a large amount of water into a giant, powerful dragon, which hits the opponent with formidable might, dealing physical damage. The ideal place to use it is near a body of water, but if the caster's skill allows it, it is possible to use it even in a place where there is none. That said, the amount of water used will be in proportion with the caster's skill.
This jutsu needs forty-four hand seals, the highest amount of hand seals necessary to use a jutsu shown in the series so far. However, Tobirama Senju was able to produce one with only one hand seal, and was able to perform the technique without an external source of water.
In Naruto: Shippūden the Movie, when the technique is used by Shizuku, who was under the influence of medically altered chakra, she has shown the capability to control the dragon to seek out her targets from a great distance.

Water Release: Water Encampment Wall
This defensive jutsu creates a wall of water around the user. Enemy attacks are completely intercepted by a fence of water blown out from the mouth, and is raised from below with tremendous might. The water is blown out in the form of a circle around the user, and it makes for a defense without openings. It is also possible for the user to control the amount of water and duration at will. The wall's strength and resistance change following the quantity of chakra poured down into the water, so a skillful shinobi will be able to build a sturdy one. Furthermore, because the field of vision is maintained even while defending one can easily go on to the next move, which is a great advantage. The wall can also be formed from a pre-existing water source.
Tobirama Senju was able to produce one without a preexisting water source, which was a testament to his skill and one of the reasons why he was selected as Hokage. In the manga the hand seal sequence for this jutsu ends in the same seal that activate the Byakugan, though Tobirama only needs one to use this jutsu. Furthermore, the anime creates a completely original and far more elaborate set of hand seals when Tobirama uses it in the form of having the right hand cupping the left hand with a thumbs-up.

Water Release: Water Shockwave
This technique allows the user to make a spiraling vortex of water from the moisture in the air. The vortex then proceeds to explode from the top in the form of a wave. The user can control the direction the wave goes.

Both he and Hashirama were revived from the dead by Orochimaru, using Impure World Resurrection, to fight Hiruzen during the invasion of Konoha. While fully aware of what was going on, and saddened that he would have to fight his former student, Orochimaru employed a special seal into the back of their heads to rob Tobirama and his brother of their free will. Hiruzen quickly resolved to kill his masters and used a very powerful fire technique that was easily countered by one of Tobirama's walls of water that was then turned into an attack that was stopped by Hiruzen's own earth wall.
During the battle, he demonstrated great teamwork and combination attacks with his brother, forcing Hiruzen to summon Enma for assistance. Hiruzen was however in his old age unable to defeat the two Hokage, as any damage that was done was simply regenerated and was further inhibited by his desire to not hurt either. His soul along with his brother's were eventually sealed by Hiruzen when he combined the Dead Demon Consuming Seal and the Shadow Clone Technique to strike both of them at the same time. Before his soul was completely removed, he and his brother apologized to their former student for the trouble they had caused.
